Invitation to participate in an early market engagement on the Ghana Electronic Document Wallet (EDW) Ecosystem
The Electronic Document Wallet initiative seeks to establish a secure, trusted, and interoperable national ecosystem through which individuals and businesses can conveniently receive, manage, share, and verify official digital documents issued by public and private sector institutions.
The ecosystem will be supported by national trust services, digital signatures, Public Key Infrastructure (PKI), and the National Data Exchange (NDX). Ghana intends to adopt a regulated multi-provider model under which NITA will establish the legal, technical, operational, and trust frameworks for the ecosystem while accrediting qualified Electronic Wallet Service Providers (EWSPs) to offer wallet services to users. This approach is intended to promote innovation, competition, flexibility, and sustainable ecosystem growth.
The proposed ecosystem will enable citizens and businesses to access and share electronically issued records and credentials without the need for physical copies, repeated visits to institutions, or manual verification processes. Examples of such records may include:
- National identity credentials
- Birth and death certificates
- Driver’s licences and vehicle registration documents
- Passports and immigration-related records
- Academic certificates, transcripts, and professional qualifications
- Tax clearance certificates and taxpayer records
- Business registration certificates and permits
- Health insurance and other public service credentials
- Licences, permits, approvals, and regulatory certifications issued by public and private sector institutions
As a valued stakeholder within Ghana’s digital ecosystem, your organization is invited to participate in an Early Market Engagement (EME) on the proposed Ghana Electronic Document Wallet Ecosystem.
The engagement is intended to provide stakeholders with an opportunity to:
- Learn about the EDW vision, business model, architecture, and implementation approach
- Understand opportunities for Issuers, Wallet Service Providers, Requesters, Technology Partners, and Trust Service Providers
- Explore integration opportunities through the National Data Exchange (NDX)
- Review proposed technical, security, interoperability, and governance standards
- Understand the proposed licensing and regulatory framework for Wallet Service Providers
- Discuss digital identity integration, consent management, and document verification services
- Provide feedback and recommendations that will help shape the ecosystem design, standards, operational model, and implementation framework
- Influence the future of digital document access, sharing, and verification in Ghana
Your input will directly inform the approach, architecture, standards, commercial model, operational framework, and ecosystem governance of the Ghana Electronic Document Wallet initiative.
