Invitation for Comments – NITA Data Harmonisation Bill, 2025
The proposed Bill seeks to promote data harmonisation and integration through the National Data Exchange Platform, ensuring the secure, lawful, and efficient exchange of public interest data to improve service delivery, policy development, and national digital transformation.
NITA is the custodian of this Draft Bill as it will be responsible for establishing a legal framework for the use and sharing of public interest data through a secure data exchange infrastructure (National Data Exchange Platform)
NITA invites views, inputs, and comments from:
- Ministries, Departments and Agencies (MDAs)
- Metropolitan, Municipal and District Assemblies (MMDAs)
- Private sector organisations and industry associations
- Academia and research institutions
- Civil society organisations
- International development partners
- And the general public
regarding the draft provisions, framework, and implementation structures outlined in the attached NITA Data Harmonisation Bill 2025.
The public consultation period will run from 19 November 2025 to 27 November 2025.

All responses and comments should be submitted as email attachments in Microsoft Word format to comments@nita.gov.gh.
Each submission must include a completed Response Cover Sheet, which is available on Page 4 of the consultation document.
In the interest of transparency, all responses will be treated as non-confidential and may be published on the NITA website upon receipt. By submitting a response, contributors grant NITA the right to use the copyright and any associated intellectual property contained in their submission to meet its legal and administrative obligations.
Following the consultation, NITA will finalise the Data Harmonisation Bill 2025 and forward it to the Minister responsible for Communication, Digital Technology and Innovations for onward submission to Cabinet and Parliament for consideration and approval.
